More than two-thirds of prisoners in New Hampshire suffer from alcoholism or drug addiction, says Corrections Commissioner William Wrenn. Wrenn asked Governor John Lynch's office Monday for an increase of $55 million in the state budget for fiscal 2008 and 2009, primarily to cover medical treatment in the prison system, including substance abuse and mental health treatment. Maybe it would be cheaper to provide effective treatment for alcoholics and other addicts before they got into the prison system?
