More than two-thirds of prisoners in New Hampshire suffer from alcoholism or drug addiction, says Corrections Commissioner William Wrenn. Wrenn asked Governor John Lynch's office Monday for an increase of $55 million in the state budget for fiscal 2008 and 2009, primarily to cover medical treatment in the prison system, including substance abuse and mental health treatment.
